The pictorial above includes the directions in simplest form. I recommend adding 3 inches to your hip measurement because it gives you 2 inches of wiggle room, plus a half inch on each side for seam allowance. It’s better to be safe than sorry, especially with lace. Also, if you haven’t sewn an elastic band onto a skirt before it’s fairly easy. Just measure every eighth on the elastic band and make it with a pin. Do the same for the top of your skirt, then pin each eighth mark on the skirt to a corresponding eighth mark on the elastic band. This will show you how tight to pull the band as you sew it to the skirt.
